Second dollar funds are covered under Florida Statute 938.15. Second dollar funds are based on revenues received by the county from court cost and traffic tickets. Second dollar funding was established to fund approved law enforcement training courses for local governments.
For second dollar training: When deputies, investigators or support personnel are approved via chain of command to attend a law enforcement training course, a travel form and second dollar form is completed and submitted to their finance department. Finance processes the travel and expenditures are initially paid out of the agencies budget. Once the employee has completed the training and Finance has received all the necessary paperwork. The finance department will then submit a request to the county/city requesting reimbursement for this training.
